Materials Needed

The Neon tube by Andy Cooper, which can be purchased at S&CO HERE

The Neon scrap kit by Designz By Sue, which can be purchased at S&CO HERE

PSP - I am using X5, but any should do

**This tutorial assumes that you have a working knowledge of basic functions in PSP. This tutorial is a creation of my own, and any similarities are purely coincidental. Okay, let's begin! Let's create our mask layer! For this tag, I used a mask that is provided in the kit. Now create a new image 800x800, with a transparent back. Next, open el 58, leaving the size as is, and center it on the new image.

Open el 43, leaving the size as is, place centered at the bottom.

Open the aqua full-view tube, reduce 35%, place on right side of the tag.

Open the yellow full-view tube, reduce 35%, FH and place on left side of the tag.

Open el 38, reduce 40%, place top center, on the mask layer.

Open el 21, reduce 50%, place top left corner...D and FH and place top right corner.

Open el 22, leaving the size as is, place top right corner, D and FH and place top left corner.

Open el 32, reduce 55%, place bottom left, behind speakers..D and FH and place on the right.

Open el 4, reduce 80%, place bottom right corner.

Open el 5, reduce 80%...FH and place bottom left corner.

Open el 44, leaving the size as is, place top center behind the music notes, erase bottom of string.

Open el 42, reduce 85%, place bottom left, in front of speakers.

Open el 16, reduce 85%, place bottom right, in front of speakers.

Open el 17, reduce 35%, place centered on top of balloon string.

Open el 20, reduce 65%, place centered at the bottom.

Open el 28, leaving the size as is, place on the right, behind the tube on the mask layer...D and FH and place on the left.

Open el 41, reduce 80%, place bottom left on top of and behind the speaker layer...D and FH and place on the right.

Open el 6, reduce 85%, place centered on the lollipop stick.

Open el 13, reduce 65%, place on the right side, angled by the tube.

Open el 26, reduce 65%, place on the left side, angled by the tube.

Open el 30, leaving the size as is, place on the top left corner....D and FH and place on the top right corner.

Open el 47, reduce 35%, place on the bottom left, on mask layer...D and FH and place on the right.

Open el 11, reduce 60%, place across the top, centered under the balloon.

Open el 7, reduce 75%, place angled on the bottom right, on the candy..D and FH and place on the left.

Open el 57, reduce 75%, place on the top right under the tube layer...D and FH and place top left...D and FV and place bottom left...D and FH and place bottom right.

Lastly, add 3D drop shadows on whatever elements you would like them on. I like these settings: 2V 1H 70 op, 4B. Make sure at this point that you add copyright info for the tube artist..you can also add info for the scrap maker if the tube maker's TOU allows. Make sure you check TOU's!
